You are free to choose who you want to address and where. Your target audience can be a specific age group, in a specific geographical area or can aim to address all EU citizens as a whole.

You are free to choose your target within the EU population:

bullet the EU population as a whole or
bullet a specific age group (10-14 years, 15-24 years, 25-49 years…) or
bullet a specific social group (women, students, workers, retired people…).

You are also free to choose whether your campaign will:

bullet cover all Member States or
bullet focus on a specific geographical region ( a country or a group of countries).
